Authorizes counties to establish transfer of development rights (TDR) programs allowing property owners in designated sending areas to place land in agricultural or conservation easements in exchange for development rights transferable to receiving areas.

Authorizes townships with zoning authority to establish similar TDR programs within their unincorporated territories, requiring study and adoption of a plan identifying sending and receiving areas.

Permits multiple political subdivisions (counties, townships, and municipal corporations) to jointly establish TDR programs through written agreements, with flexible governance structures and TDR bank management.

Requires all TDR programs to conduct resource assessments, estimate development potential, verify infrastructure capacity, and ensure consistency with existing comprehensive land use plans before implementation.

Allows development rights to include variations in building height, density, parking requirements, lot sizes, utility fees, and other density or intensity modifications in receiving areas to incentivize program participation.
