Prohibits college bookstores from bundling textbooks with supplemental learning materials or ordering bundled packages from publishers for resale.

Requires bookstores to post the wholesale cost of new textbooks at the front counter or on their website, and establishes minimum buyback prices for used textbooks at 50% of the original student purchase price.

Prohibits faculty and staff at state institutions of higher education from profiting from textbook sales except through authorship royalties.

Directs the Ohio Board of Regents Chancellor to negotiate with publishers to make electronic versions of required textbooks available to students and in accessible formats for students with disabilities within two years.

Requires state institutions to submit annual textbook cost lists to the Board of Regents and establishes a bulk purchasing program for commonly used books to reduce student costs.
