Removes "wheelchairs" and "resident transportation" from the list of ancillary and support costs that nursing facilities can include in Medicaid reimbursement rate calculations.

Adds "emergency oxygen" and "prescription drugs" to direct care costs for nursing facilities, while removing over-the-counter pharmacy products and certain therapy services (physical therapists, occupational therapists, speech therapists, and audiologists) from this category.

Maintains existing definitions and classifications of allowable costs, capital costs, and indirect care costs for nursing facilities and intermediate care facilities for the mentally retarded.

Changes capitalization of "Medicaid" to lowercase "medicaid" in relevant definitions.

Repeals the existing version of section 5111.20 of the Revised Code and replaces it with the amended version.
