Amends section 3311.06 of the Revised Code to prohibit urban school districts from declining to extend annexation agreements that were in effect on January 1, 2010, as long as at least one other party to the agreement desires extension.

Applies only to agreements entered into under division (F) of the amended section that govern territory transfers when cities annex land after September 24, 1986.

Requires urban school districts to continue renewal of existing annexation agreements with other school districts, removing their ability to unilaterally terminate agreements upon expiration.

Maintains all other provisions of section 3311.06 governing school district territory transfers, cooperative education programs, and interdistrict payments related to municipal annexations.
