Adds llamas and alpacas to the list of animals subject to Ohio's running-at-large restrictions in section 951.02, which already covered horses, mules, cattle, sheep, goats, swine, and geese.

Removes the prima facie evidence provision that previously stated an animal running at large in public areas was automatic proof of violation.

Adds a negligence requirement to section 951.10, making animal owners liable for damages only if they negligently permitted animals to run at large.

Changes section 951.99 criminal penalties to apply only when someone recklessly (rather than knowingly) violates running-at-large restrictions, establishing a higher threshold for criminal liability.
