Creates new offense of "intimidation of a homeless person" under Ohio Revised Code section 2927.121

Defines "homeless person" as someone lacking a fixed, regular, and adequate nighttime residence, or someone whose primary residence is a shelter, institution for temporary care, or a public/private place not designed for sleeping

Makes it illegal to commit specified violent crimes (assault, battery, rape, robbery, theft, arson, etc.) with intent to cause harm to a victim because that victim is homeless

Elevates the offense to one degree higher than the underlying crime committed (e.g., a misdemeanor becomes a felony if targeted at a homeless person)

Applies to violations of over 25 specified Ohio criminal statutes when committed with bias against homeless persons
