• Ratifies and enacts the Interstate Compact for Juveniles as Ohio law, replacing the current Interstate Compact on Juveniles, enabling interstate cooperation for supervision and return of adjudicated juveniles and status offenders.

• Creates the Interstate Commission for Juveniles as a body corporate composed of voting commissioners from compacting states and ex officio nonvoting members from national organizations, with powers to promulgate binding rules, oversee juvenile movement, and enforce compliance.

• Establishes Ohio's State Council for Interstate Juvenile Supervision within the Department of Youth Services with representatives from legislative, judicial, and executive branches, plus a victims' advocate, to advise on the compact's implementation.

• Designates the Director of Youth Services as the compact administrator and the Deputy Director as deputy compact administrator, responsible for administering the compact and representing Ohio on the interstate commission.

• Specifies that the Department of Youth Services shall pay all annual assessments and any fines or fees assessed against Ohio for non-compliance with compact obligations, bylaws, or rules.
