Requires school districts to include "electronic acts" (via cellular phones, computers, pagers, or other electronic communication devices) in their definitions of harassment, intimidation, or bullying in district policies.

Extends school district authority to address harassment, intimidation, or bullying that occurs off school property if it materially or substantially disrupts the educational environment and discipline of the school, including suspension authority for cyberbullying.

Mandates that bullying policies include provisions allowing anonymous incident reporting, protecting victims from retaliation, and disciplining students who deliberately make false bullying reports.

Requires school districts to provide training on their harassment, intimidation, and bullying policies to all school employees and volunteers with direct student contact (subject to state and federal funding availability).

Requires the State Board of Education to update its model bullying policy within six months to include harassment, intimidation, or bullying by electronic means, and specifies school boards must update their policies by September 29, 2010 (or within six months of the bill's effective date).
