Exempts farm trucks and farm buses from the $20 vehicle registration late fee that applies when renewal applications are not submitted by the expiration date or within 7 days after.

Establishes a mandatory waiver of the $20 late fee for any motor vehicle used on a seasonal basis that has not been used on public roads or highways since registration expiration, if the application includes supporting evidence of seasonal use.

Allows the registrar or deputy registrar to waive the late fee for other good cause shown with supporting evidence.

Permits the Director of Public Safety to approve remedial driving instruction courses conducted entirely by video teleconferencing or internet if managed by an Ohio-licensed attorney whose principal place of business is in Ohio.

Maintains the existing requirement that all other remedial driving courses must require at least 50 percent in-person attendance and cannot permit more than 50 percent of coursework via video teleconferencing or internet.
