Removes mandatory spending requirements that the Ohio Grape Industries Committee expend between 30-70% of fund monies on research and marketing activities.

Adds new authority for the committee to provide grape plants, vines, equipment, and materials to wine producers and grape growers in Ohio to assist in production.

Expands the committee's ability to solicit and recommend applicants for administrative positions in the Department of Agriculture that support the committee's functions.

Maintains existing committee duties including conducting research, providing trade information, market surveys, publishing industry information, and proposing administrative rules to the Director of Agriculture.

Requires the committee to promote grape and grape product sales across intrastate, interstate, and foreign markets while informing the public about their uses and benefits.
