Authorizes municipal corporations and other political subdivisions (townships, port authorities, water/sewer districts, school districts, library districts, health districts, park districts, soil and water conservation districts, water conservancy districts, counties) to enter into agreements to perform services for one another when authorized by their respective legislative authorities.

Allows contracting subdivisions to exercise any power, perform any function, or render any service that the other contracting subdivision is legally authorized to exercise, perform, or render.

Prohibits agreements from authorizing either party to levy taxes or exercise investment powers, investment functions, or investment services on behalf of a contracting subdivision.

Requires legislative authorities to determine and assign powers and duties to specific officers, offices, departments, or agencies if the agreement does not specify how powers will be exercised, and permits both parties to retain their own powers and functions under the agreement.

Extends liability protections under Chapter 2744, pension/indemnity fund participation, and workers' compensation benefits under Chapter 4123 to employees working outside their employing subdivision's boundaries while providing services under such agreements.
