Amends Section 509.10 of Am. Sub. H.B. 1 of the 128th General Assembly to require the Budget Planning and Management Commission to meet at least six times between July 1, 2010, and November 30, 2010.

Commission consists of six members: three appointed by the Speaker of the House of Representatives and three by the President of the Senate, with no more than two members from the same political party in each chamber's appointments.

Commission shall develop a strategy for balancing the state budget for fiscal years 2012 and 2013 and submit written recommendations to the Speaker, Senate President, and Governor by November 30, 2010.

Commission ceases to exist upon submission of its report, and the Legislative Service Commission shall provide technical, professional, and clerical support.

Bill declared an emergency measure effective immediately to address fiscal and economic relief during a difficult period and fulfill the constitutional mandate to balance the state budget.
