Requires organizations overseeing capital projects to submit searchable electronic documents to the Office of Budget and Management by December 31 each year, beginning in 2010.

Organizations must report all enactments authorizing appropriations or reappropriations, itemized appropriation and reappropriation amounts, and identify capital projects with at least one appropriation and two reappropriations that have received no spending.

Mandates the Office of Budget and Management post all submitted capital project documents on its website by January 31 each year, beginning in 2011.

Requires the Director of Budget and Management to submit a biennial report to the General Assembly by January 31 of every even-numbered year describing dormant projects (those with appropriations but no spending) and explaining why no funds have been expended.

Applies to all capital projects that received appropriations or reappropriations from the 127th General Assembly onward.
