Amends section 5910.01 of the Revised Code to expand the definition of "veteran" for War Orphans Scholarship eligibility purposes.

Adds service in Grenada between October 25, 1983, and December 12, 1983, as a qualifying military service period for veteran status.

Changes the definition of "veteran" from "either" to "any" to allow multiple categories of military service to qualify, including the new Grenada service provision.

Maintains existing provisions for stepchildren eligibility, requiring 10 consecutive years of residency and financial support from the veteran parent.

Applies the change to children of veterans who served during the Grenada intervention, making them eligible for Ohio's War Orphans Scholarship program.
