Enacts section 3701.77 of the Revised Code to regulate surgical technology practice in hospitals and ambulatory surgical facilities in Ohio.

Prohibits unlicensed persons from performing surgical technology unless they meet one of five conditions: 18+ months prior employment as a surgical technologist, current national certification, completion of military/federal medical training, federal government employment, or graduation within 12 months from an accredited program.

Requires facilities to verify annually that each surgical technologist meets qualifications and mandates at least 15 hours of continuing education per year for experienced technologists.

Allows facilities unable to meet staffing requirements to apply to the director of health for a waiver valid six months, with one possible six-month extension, to employ non-qualified personnel.

Authorizes the director of health to inspect facilities for compliance and impose fines for violations, with rules to be adopted regarding waiver applications and fine amounts.
