Amends section 3318.31 of the Revised Code to transfer appointment authority for the Ohio School Facilities Commission executive director from the Commission to the Governor, with Senate consent, effective January 10, 2011.

Until January 10, 2011, the Commission continues to appoint and fix the compensation of the executive director, with any vacancy filled for the remainder of the term.

Beginning January 10, 2011, the Governor appoints the executive director with Senate advice and consent, serving during the Governor's term and subject to removal at the Governor's pleasure.

The Commission retains authority to fix the executive director's compensation and the executive director continues to supervise Commission operations and employ staff.

Commission employees remain exempt from public employee labor law (Chapter 4117) and are not classified as public employees.
