Requires the Auditor of State to establish a fraud-reporting system allowing Ohio residents and public employees to anonymously report fraud and misuse of public funds through a toll-free telephone number, website, or mail.

Mandates all public offices inform new employees about the fraud-reporting system within 30 days of employment and provide existing employees notice upon the law's effective date.

Allows state civil service employees to file complaints with the Auditor's fraud-reporting system in addition to or instead of reporting to their supervisor, internal audit office, or law enforcement.

Prohibits disciplinary action against employees who report violations or misuse in good faith, including removal, suspension, pay reduction, transfer, or denial of benefits or promotion.

Permits disciplinary action against employees who purposely, knowingly, or recklessly report false information, and establishes the State Personnel Board of Review as the sole remedy for retaliation claims.
