Amends section 709.02 of the Revised Code to modify how political subdivisions are counted when determining the number of owners needed to sign an annexation petition.

For expedited type-II annexations under section 709.023, political subdivisions must be included in the owner count and considered as owners regardless of whether an authorized agent signs the petition.

For other annexation types under sections 709.02, 709.021, 709.022, and 709.024-709.21, political subdivisions are excluded from the owner count unless an authorized agent of the political subdivision signs the petition.

Maintains existing requirements that signatures must be dated, obtained within 180 days of filing, and that owners can request removal of their signatures before petition filing.

Specifies that the director of administrative services serves as the authorized agent for the state.
