Requires anhydrous ammonia storage facilities to be designed and constructed in accordance with rules adopted by the director of agriculture, with prior approval of both design and construction required before construction begins.

Mandates that rules conform to United States Department of Homeland Security regulations in 6 C.F.R. 21 governing anhydrous ammonia storage and establish standards and procedures for facility approval.

Requires applicants to provide written notification of storage facility applications to township trustees or municipal legislative authorities, county sheriffs or police chiefs, and fire chiefs with jurisdiction over the proposed location.

Prohibits director approval of anhydrous ammonia storage facilities proposed for densely populated areas and authorizes consideration of applicant's past violations of agricultural chemical storage regulations when reviewing applications.

Authorizes the director to issue orders prohibiting use of non-compliant anhydrous ammonia equipment until the equipment is inspected and found compliant and associated expenses are paid.
