Requires state agencies (except constitutional officers and legislative/judicial branches) to submit performance data with budget requests, including output, efficiency, outcome measures, and historical trends with future targets.

Phases in performance budgeting requirements: Department of Education and Department of Job and Family Services plus two additional agencies beginning with the biennium ending June 30, 2013, with remaining agencies divided into three groups implementing by June 30, 2015, 2017, and 2019.

Director of Budget and Management must provide technical assistance to agencies and review the appropriateness, validity, and reliability of their performance measures and data.

Requires the Auditor of State to conduct performance audits each biennium beginning with the biennium ending June 30, 2013, of four agencies that have submitted performance data for at least one biennium (two from administrative departments and two from other state agencies).

Modifies budget request submission requirements to include comprehensive statements of agency missions, outcome measures, and performance measures where applicable under the new performance budgeting system.
