Increases the maximum number of temporary food service operation licenses a licensor may issue per licensing period from 10 to 20 to the same person or government entity for different events.

Exempts temporary food service operations from inspection requirements if the event occurs at the same location as a previously licensed event, the same person/entity holds both licenses, the previous operation was inspected, and the current operation begins within 30 days of the previous inspection.

Restructures inspection provisions by separating general inspection procedures from the schedule of frequency requirements and clarifying which operations are subject to inspection standards.

Maintains existing requirements for license applications, renewal deadlines (March 1 for most operations, before operation for mobile/seasonal), and penalties for late renewal applications.

Requires inspections to be conducted by registered sanitarians or sanitarians-in-training and recorded on prescribed forms approved by the director of health.
