Ohio claims sovereignty under the Tenth Amendment over all powers not delegated to the federal government by the Constitution

Demands the federal government cease and desist mandates beyond its constitutionally delegated powers, effective immediately

Calls for prohibition or repeal of all compulsory federal legislation that directs states to comply under threat of penalty or requires states to enact legislation to avoid loss of federal funding

Directs the Ohio House Clerk to transmit authenticated copies of this resolution to the President, Congress, and the legislatures of all other states and Ohio's Congressional delegation
