Requests that the United States Congress refrain from enacting the Consumer Protection and Regulatory Modernization Act

Opposes the Act's allowance for insurers and insurance producers to opt out of state-based regulation, which would dismantle existing state consumer protections

Objects to the Act's provision allowing self-regulatory industry groups to carry out supervisory functions of a national insurance regulator, creating a conflict of interest

Argues that state insurance solvency oversight has protected policyholders during financial crises and that a separate federal insurance guaranty fund and federal offices in all states would be redundant with existing state-based regulatory systems

Directs the Clerk of the Senate to transmit copies of the resolution to the President, Congress, Ohio's Congressional delegation, and Ohio news media
