Urges Congress, the President of the United States, and the Secretary of Transportation to use Ohio's skilled labor and manufacturing resources to manufacture and rehabilitate passenger rail cars under the American Recovery and Reinvestment Act of 2009.

Notes that the American Recovery and Reinvestment Act provides unprecedented funding for high-speed and conventional passenger rail, including funding for manufacture, rehabilitation, remanufacture, and overhaul of rail rolling stock.

Identifies Ohio as having higher unemployment rates than the national average but possesses a highly skilled labor force capable of competitively manufacturing rail cars, along with manufacturing facilities and infrastructure including shuttered automobile and steel plants that could be adapted for rail car production.

States that utilizing Ohio's workforce and manufacturing facilities for passenger rail car production would accomplish the American Recovery and Reinvestment Act's goals of strengthening the economy and supporting jobs in economically distressed regions.

Directs the Clerk of the House of Representatives to transmit copies of the resolution to the President, Congress, the Secretary of Transportation, Ohio's Congressional delegation, and Ohio news media.
