Urges the Secretary of the Treasury and Internal Revenue Service to withdraw application of new federal income tax withholding schedules to pension payments.

Addresses the Making Work Pay Tax Credit created by the American Recovery and Reinvestment Act of 2009, which reduced periodic tax withholding based on earned income.

States that the new withholding schedules cause pensioners with no earned income to have insufficient taxes withheld from pension payments to cover annual tax liabilities.

Requests that if the Treasury and IRS do not voluntarily withdraw the schedules, Congress enact laws to expeditiously withdraw application of the schedules to pensioners.

Requires the House Clerk to send certified copies of the resolution to the U.S. Department of the Treasury, IRS Commissioner, Ohio's federal congressional delegation, and news media within five days of adoption.
