Creates the Joint Select Committee on the Impact of the Changing Automobile Industry in Ohio to study the automobile industry as it relates to manufacturers, suppliers, dealers, and consumers.

Committee composition consists of 6 members: 2 Senate members appointed by the President, 1 Senate member appointed by the President on the Minority Leader's recommendation, 2 House members appointed by the Speaker, and 1 House member appointed by the Speaker on the Minority Leader's recommendation.

Committee members serve without compensation and shall be appointed within 30 days of the resolution's effective date, with the President and Speaker each designating one of their appointees as co-chair.

Committee shall study franchise laws, consumer protection issues, and warranties, then formulate findings and recommendations concerning Ohio's law regulating and supporting the automobile industry in a written report.

Committee must submit its report by September 30, 2009 to the Governor, legislative leadership, and then ceases to exist.
