H.J.R. No. 1 Summary

• Proposes amendment to Ohio Constitution to create Section 2r of Article VIII authorizing issuance of up to $200 million in state bonds to fund veteran compensation program

• Establishes compensation of $50 per month for domestic or foreign military service and $100 per month for Persian Gulf, Afghanistan, or Iraq service, with maximum payouts of $500 and $1,000 respectively

• Provides $1,000 compensation for veterans medically discharged due to combat-related disabilities and $5,000 survivor payments for deaths resulting from service-related injuries or illness

• Eligible veterans must have served on active duty between August 2, 1990 – March 3, 1991 (Persian Gulf), October 7, 2001 – end of Afghanistan involvement, or March 19, 2003 – end of Iraq involvement, been Ohio residents for one year before and at time of service, and received honorable discharge

• Creates Persian Gulf, Afghanistan, and Iraq Conflicts Compensation Fund and Bond Retirement Fund with application deadlines of December 31, 2011 for Persian Gulf service and three years after each conflict's official end date for Afghanistan and Iraq service; amendment effective immediately upon voter approval on November 3, 2009
