H.J.R. No. 4 - Casino Gaming Authorization

• Proposes amendment to Ohio Constitution Article XV to authorize casino gaming at up to 15 facilities statewide: 6 in counties with 400,000+ population, 5 in counties with 100,000-400,000 population, and 4 in counties with less than 100,000 population

• Requires voter approval by county and municipal electors before casino gaming can operate in their jurisdiction

• Imposes 50% tax on gross casino revenue with distribution: 45% to state general fund, 20% to counties/municipalities, 20% to public schools, 5% to casino host municipality/county, 3% for casino control commission, 3% for horse racing, and 2% each for law enforcement training and problem gambling/substance abuse treatment

• Creates Ohio Casino Control Commission with 7 members to license operators, manage companies, employees, and vendors; requires initial operators to invest minimum $25 million and be incorporated in Ohio

• Establishes voter referendum for May 4, 2010 general election; becomes effective July 1, 2010 if approved by majority of voters
