Proposes amendment to Section 6 of Article XV of the Ohio Constitution to be submitted to voters at the general election on May 4, 2010.

Maintains prohibition on lotteries and lottery ticket sales, except as authorized by the General Assembly.

Authorizes the General Assembly to allow state agencies to conduct lotteries with all net proceeds dedicated to a state treasury fund used solely for elementary, secondary, vocational, and special education programs.

Permits the General Assembly to provide by law for and regulate the operation of lotteries other than state-conducted lotteries and other forms of gambling.

Authorizes the General Assembly to regulate bingo operations conducted by charitable organizations for charitable purposes; amendment takes effect July 1, 2010 if approved by voters.
