Speaker shall appoint an eight-member committee to prepare rules for conducting House business during the 128th General Assembly.

Appointed committee shall confer with a like committee from the Senate to develop joint rules for both chambers.

Committee shall report its prepared rules at the earliest practicable date.

Pending the new committee's report, all procedural questions shall be determined using the House rules adopted during the 127th General Assembly.
