Recognizes Parcell's exceptional work as a music professor at Sinclair Community College and his excellence in the classroom.

Acknowledges Parcell's accomplishments as a musician and composer, including a Certificate of Merit from the Kennedy Center American College Theatre Festival.

Commends Parcell for inspiring students and colleagues through his commitment to instilling a love of learning and discovery.

Directs the Clerk of the House of Representatives to transmit an authenticated copy of the resolution to Dr. Parcell.
