Creates the Compact with Ohio Cities Task Force to develop public policy actions helping Ohio cities compete for residents and jobs and stimulate economic growth.

Task Force shall identify and classify economic development incentives and disincentives including tax credits, bond issuance, infrastructure support, and capital improvement funds available to cities.

Task Force shall examine service consolidation opportunities using Local Government Fund moneys, develop urban economic development vision, and address housing, transportation, infrastructure, environmental, and labor force challenges.

Task Force composed of House committee leadership, city mayors/managers of varying population sizes, representatives from Ohio Municipal League, County Commissioners Association, business organizations, labor unions, and state officials including the Director of Development and Tax Commissioner.

Task Force shall hold first meeting within 15 days of resolution passage and submit final report to House Speaker, Senate President, and Governor by September 30, 2009, after which the Task Force ceases to exist.
