S.B. 12 Summary

• Amends Ohio school funding formulas to provide state formula funding for all-day kindergarten programs offered by school districts and community schools, treating all-day kindergarten students as full-time equivalent students rather than half-time.

• Modifies definitions of "all-day kindergarten" to mean kindergarten classes in session five days per week for the same number of clock hours as grades one through six, and updates funding calculations to reflect this change.

• Adjusts poverty-based assistance and other supplemental education funding calculations to account for all-day kindergarten enrollment, including traditional half-day kindergarten students counted at one-half full-time equivalent.

• Repeals section 3314.13 of the Revised Code and makes conforming amendments to multiple education funding sections (3314.08, 3314.084, 3314.26, 3317.016, 3317.017, 3317.02, 3317.029, 3317.03, 3321.01, and 5727.84).

• Takes effect July 1, 2009.
