Prohibits multiple employer welfare arrangements, health insuring corporations, and sickness and accident insurers from excluding coverage for telemedicine services solely because they are not face-to-face consultations.

Allows insurers and health plans to impose deductibles, copayments, or coinsurance for telemedicine services, but the cost-sharing amounts cannot exceed those required for comparable face-to-face medical services.

Defines "telemedicine service" as medical services delivered by a licensed physician through any form of communication including oral, written, or electronic communication.

Requires the Medicaid program to cover telemedicine services and prohibits excluding coverage based on lack of face-to-face consultation.

Establishes Medicaid monitoring system for telemedicine services to ensure quality care and prevent fraud and abuse, and permits requiring a face-to-face consultation within a specified period only for initial telemedicine services with new patients.
