Amends section 4511.21 of the Revised Code to add new division (P)(4) requiring courts to impose a fine of two times the usual amount for speeding violations in school zones during recess or when children are arriving/leaving school during opening or closing hours.

Allows courts to waive the doubled fine if the offender files an affidavit claiming indigency prior to sentencing and the court determines the offender cannot afford to pay the increased fine.

Applies the doubled fine penalty to all speeders in school zones during restricted hours, regardless of whether they were previously convicted of speeding violations.

Maintains all existing speed limit provisions and enforcement procedures for school zones, with the twenty mile per hour limit remaining in effect during school recess and opening/closing hours when children are present.
