Amends the definition of "instant bingo ticket dispenser" in Ohio Revised Code Section 2915.01 to establish specific characteristics: device must dispense only instant bingo tickets/cards, be activated by currency insertion, perform no gaming functions, contain no video display or noise generation, and require two separate keys controlled by two separate individuals for ticket insertion and currency removal.

Authorizes charitable organizations to purchase, lease, and use instant bingo ticket dispensers to sell instant bingo tickets or cards under new Section 2915.091(B)(2).

Removes the previous prohibition in Section 2915.091(A)(16) that banned charitable organizations from purchasing, leasing, or using instant bingo ticket dispensers.

Maintains existing regulatory requirements for instant bingo conduct by charitable organizations, including licensing, record-keeping, and compliance with attorney general rules.
