Allows emergency personnel in public safety vehicles to report license plate numbers and vehicle descriptions to law enforcement when a driver fails to yield the right-of-way as required by section 4511.45 and impedes emergency response.

Permits emergency personnel to also report any other apparent traffic law violations occurring at the same time as the failure to yield.

Requires law enforcement agencies to investigate reports and establish probable cause based on the reported license plate number to issue citations for right-of-way violations.

Mandates law enforcement issue warnings to vehicle owners or lessees for other traffic violations or cases where the operator's identity cannot be established, rather than citations.

Defines "license plate" to include temporary license placards and excludes motor carrier enforcement vehicles from the definition of "public safety vehicle."
