• Revises performance rating criteria for school districts and buildings by modifying the excellent and effective designations to include a provision that schools failing to make adequate yearly progress for two or more of the same subgroups for three or more consecutive years shall be rated effective instead of excellent.

• Changes the excellent rating designation by removing the requirement that schools making adequate yearly progress for not more than two consecutive years can be rated excellent; instead, such schools are automatically rated effective if they fail adequate yearly progress for the specified subgroup duration.

• Modifies the effective rating to clarify that schools not making adequate yearly progress for two or more of the same subgroups for three or more consecutive years shall be rated in need of continuous improvement rather than effective.

• Removes previous division (B)(7) which restricted downgrading schools based solely on one subgroup's failure to make adequate yearly progress, replacing it with updated assessment exemption thresholds that limit performance ratings based on student non-participation rates (10-15%, 15-20%, and over 20%).

• Maintains existing reporting requirements for annual report cards including performance indicators, performance index scores, adequate yearly progress determinations, and disaggregation of data by student demographics and enrollment duration.
