Amends section 2935.23 of the Revised Code to expand investigative subpoena authority to include all criminal offenses, not just felonies.

Authorizes the chief legal officer of a municipal corporation to issue investigative subpoenas, in addition to county prosecuting attorneys and judges/magistrates.

Requires witnesses to be informed of the inquiry's purpose and their obligation to tell the truth before providing testimony under oath.

Allows examinations to be conducted and recorded in any form, with testimony filed with the court or magistrate.

Maintains that witness fees are paid as in other cases and witnesses retain constitutional rights during examination.
