Delays the effective date of rules prescribing expenditure standards for core teacher factors from July 1, 2011 to July 1, 2012 for both core academic strategy and academic improvement components.

Delays the requirement for all school districts to provide all-day kindergarten to all kindergarten students from fiscal year 2011 to fiscal year 2012.

Requires school districts not offering all-day kindergarten in fiscal year 2011 to submit a plan to the superintendent describing how they will meet the requirement beginning in fiscal year 2012.

Maintains reporting standards effective July 1, 2010 while delaying expenditure standards by one additional year for core teacher funding.

Allows districts to apply for waivers from all-day kindergarten requirements based on space concerns or alternative delivery approaches, and permits half-day kindergarten enrollment options for families who prefer them.
