Amends section 4511.27 of the Revised Code to establish a minimum safe passing distance of not less than three feet when a motor vehicle overtakes a bicycle.

Applies the three-foot safe passing distance requirement when a motor vehicle passes a bicycle proceeding in the same direction.

Maintains existing penalties for violations: minor misdemeanor for first offense, fourth-degree misdemeanor if one prior motor vehicle or traffic offense within one year, and third-degree misdemeanor if two or more prior offenses within one year.

Simplifies language in division (A)(2) regarding overtaken vehicles by removing language about "overtaking and passing on the right" and "audible signal" requirements.
