Establishes comprehensive statutory framework for planned communities in Ohio, requiring declarants to file and record declarations and bylaws with county recorders before establishing a planned community.

Mandates owners associations be organized as nonprofit corporations with elected boards of directors, annual meetings, and specified officer positions (president, secretary, treasurer) with at least one-fifth of board members' terms expiring annually.

Requires associations to annually adopt budgets including adequate reserves for major capital repairs, maintain property/liability/directors and officers insurance, and keep complete financial records and meeting minutes available for owner inspection with limited exceptions.

Grants associations broad powers to collect assessments for common expenses, levy late fees and enforcement assessments, and place liens on lots for unpaid assessments, with liens valid for five years and foreclosable like mortgages.

Allows amendments to declarations and bylaws by 75% owner consent and requires all charging of damages or enforcement assessments to include written notice to owners with right to hearing before board.
