Requires boards to comply with any existing collective bargaining agreements, which must either expire within 60 days or contain provisions permitting position terminations for economy and efficiency reasons.

Mandates boards allow terminated employees to fill any available district vacancies for which they are qualified, with selection based on collective bargaining procedures or seniority if no agreement exists.

Requires contracts with independent transportation agents to include stipulations that they consider hiring terminated employees and recognize any employee organization that previously represented those workers for collective bargaining purposes.

Allows terminated employees to appeal the board's decisions under Ohio's administrative procedure law and provides for reinstatement with back pay if the board fails to comply with required conditions or enforce contractual obligations.
