Appropriates $482.538 million in American Recovery and Reinvestment Act (ARRA) funds to the Department of Development for weatherization assistance ($276.553 million), energy grants ($122.604 million), and HOME programs ($83.381 million).

Appropriates $23.902 million for education technology through the Department of Education to assist school districts with technology implementation, curriculum integration, and teacher professional development.

Appropriates $1.7 million for clean air initiatives under the Environmental Protection Agency and establishes revolving loan funds for clean water and drinking water projects with alternative public comment procedures.

Appropriates $935.677 million to the Department of Transportation for federal highway construction, with a minimum allocation of $15 million per district and authority for the Director of Budget and Management to transfer funds between transportation appropriation items.

Creates the Energy Star Rebate Program and Green Block Grant Fund for residential energy efficiency rebates and conservation projects, and requires state agencies to post approved ARRA-funded projects on www.recovery.ohio.gov with project details and funding amounts.
