Enacts sections 303.214, 519.214, 713.082, and 5502.031 of the Revised Code to codify federal restrictions on amateur radio antenna zoning in counties, townships, and municipalities.

Prohibits county, township, and municipal zoning authorities from restricting amateur radio service communications through their zoning regulations.

Prevents zoning authorities from restricting the height or dimensions of amateur station antenna structures in a way that prevents effective communications, establishing 75 feet as a reasonable antenna height.

Requires any zoning rules regulating amateur radio service to reasonably accommodate amateur station communications and constitute only the minimum practicable regulation necessary.

Defines amateur radio service to include the amateur service, amateur-satellite service, and radio amateur civil emergency service as provided under federal regulation 47 C.F.R. part 97.
