Enacts section 4909.181 of the Revised Code to limit rate-case expense recovery for water-works and sewage disposal system companies serving 15,000 or more customers in Ohio.

Defines "rate-case expenses" as fees, wages, compensation, and costs for attorneys, consultants, witnesses, employees, and studies related to applications for establishment of or changes in rates.

Caps recovery of rate-case expenses at 50 percent of total expenses for companies serving 15,000 or more customers filing applications under section 4909.18.

Prohibits recovery of any rate-case expenses for applications filed under sections 4909.16, 4909.171, 4909.172, or any other ratemaking mechanism established after this section's effective date.
