Defines "dual fuel heating program" as a program providing incentives or discounted rates for customers using heating systems that operate on both electricity and gas with potential company control over the electric portion.

Defines "load management water heating program" as a program providing incentives or discounted rates for customers using electric water heaters that may be controlled by the electric light company.

Declares the act an emergency measure effective immediately due to customers experiencing sudden, drastic increases in electricity costs during an economic recession.
