OH SB241

Grants the Department of Natural Resources exclusive authority to lease state-owned lands administered by any state agency for exploration, development, and production of oil and natural gas.

Creates new sections 1501.50 and 1501.51 establishing procedures for competitive bidding on oil and gas leases and creating an "oil and natural gas lease fund" to receive lease revenues for state park capital projects.

Prohibits the Department from leasing Lake Erie bed lands for oil or gas unless authorized by federal law, and prohibits leasing any state lands where the state does not own or control the mineral rights.

Requires the Department to adopt rules establishing nomination procedures, competitive bid processes, lease terms and conditions, drilling requirements, and revenue maximization guidelines within 90 days of receiving nominations.

Removes oil and gas leasing authority from the Department of Administrative Services (section 123.01) and the Division of Wildlife (section 1531.06), and clarifies that Lake Erie extraction permits exclude oil and gas (section 1505.07).
