Creates "local entertainment districts" in municipal corporations with populations under 100,000 and county unincorporated areas with populations over 125,000 as bounded areas containing entertainment, retail, educational, sporting, social, cultural, or arts establishments.

Requires property owners to file applications with the mayor (municipal) or board of county commissioners (county) containing applicant information, district map, description of establishments, development timeline, zoning compliance evidence, and a handling fee.

Establishes 75-day review and approval process where legislative authority or county commissioners must determine if the proposed district substantially contributes to community entertainment, retail, educational, sporting, social, cultural, or arts opportunities; limits one district per municipal corporation or county unincorporated area.

Allows property owners to modify rejected applications for resubmission; permits legislative authority or county commissioners to revoke district designation if the area fails to meet established standards after public notice.

Exempts D-1, D-2, and D-5 liquor permits issued in local entertainment districts from population quota restrictions if the applicant owns or operates a licensed food establishment and the premises derives at least 75 percent of gross annual receipts from food and meal sales; limits permits to one per five acres and no more than ten total per district.
