Creates the Water Access To Every Residence Task Force consisting of eight members including the Director of the Governor's Office of Appalachia (chairperson), representatives from county commissioners, townships, farm bureau, rural water association, small communities environmental infrastructure, plus one House and one Senate member.

Task Force members shall be appointed within 15 days of the effective date, serve without compensation, and no more than four members may be from the same political party.

Task Force shall meet at least monthly with Department of Development providing meeting rooms and administrative assistance.

Task Force shall identify residential communities and geographic areas lacking readily accessible potable drinking water and develop strategies for providing access, including financing options for drinking water projects.

Task Force must issue a report to the General Assembly within one year of the effective date with findings and recommendations, then cease to exist upon submission of the report.
